Truckin' Answer
Holy cow - not only did new blogger SuperDave answer my question correctly, he did it in less than 18 minutes! Welcome, SuperDave to the JAFO party, and thanks for commenting. I hope you'll find my entries interesting enough to stay reading. Just to recap, this strange object is called a Nacelle, and it is the housing for the generator and other equipment in a wind turbine. The large, round opening is where the bearings to support the propeller are mounted. Thanks to all of you who responded, too!

I work in a shop with a frieghtliner dealer. O day a new freightliner pulling one of those generators was having engine trouble and the thing stayed on our yard a couple of days. Like you I past at least one every day on I-10 headed west. So I asked the driver what that crazy thing was and he told me. The weight he knew because it's a pemit load. I forgot where the factory is but I know it's in Northern Florida or Southern Georgia.
I had NO idea :-(
